Background of the Study
Informal settlements are a common feature in rapidly growing urban areas, often posing significant challenges to urban planning and development (Uche, 2023). In Enugu North, the proliferation of unregulated housing and infrastructure has complicated municipal efforts to implement systematic urban planning (Okoro, 2024). These settlements, characterized by inadequate basic services, overcrowding, and irregular construction, hinder the effective delivery of urban amenities and disrupt planned development initiatives (Ifeoma, 2023). Recent research highlights the tension between organic urban growth and formal planning processes, emphasizing the need for inclusive strategies that integrate informal settlements into the urban fabric (Chukwu, 2025). This study examines the extent to which informal settlements affect urban planning, analyzing their implications for resource allocation, infrastructure development, and policy implementation in Enugu North (Eze, 2023).
Statement of the Problem
Informal settlements in Enugu North disrupt structured urban planning and pose significant challenges in delivering adequate public services (Nwankwo, 2023). The lack of formal regulation and planning in these areas results in poor infrastructure, congestion, and environmental degradation (Ogbodo, 2024). This chaotic development pattern hinders sustainable urban growth and limits effective policy implementation (Onyekachi, 2023). The study aims to explore these challenges and provide insights for integrating informal settlements into comprehensive urban planning frameworks.

Scope and Limitations of the Study:
